With increasing frequency, law enforcement is being called upon to respond to individuals in serious mental health crises. It is necessary for law enforcement personnel to understand mental illness, and the tactics and techniques that have been proven to work most effectively when responding to individuals in these situations. These tactics and techniques are different than those routinely taught to officers to manage conflict. Generally, the underlying elements behind mental illness-related behavior, is usually not criminal or malicious. Utilizing the information from this course, and implementing effective strategies can help keep the officer safe, keep the public safe, and greatly reduce civil liability.

The Incident Assessment Process

Date: June 24, 2019

TAHN Region One Vice President Melanie Cagle will present this 8-hour course, which focuses on the Incident Assessment Process which may assist negotiation units with understanding the motivation of a subject, determining the risk of violence, and developing an appropriate negotiation strategy. During this course, Negotiators will be provided with various assessment forms that are practical for use in both negotiation training as well as for call outs. This course may be very helpful in not only understanding the risks of a particular situation, but will also assist teams with a logical, organized way to introduce information to the incident commander so that appropriate considerations can be made to determine the best course of action for an incident.

40 Hour Hostage Negotiations Course

Location: Jewett Community Center 111 Robinson Street Jewett, Texas 75846

Kevin Halbert with Henderson County Sheriff’s Office and Melissa Fautheree with Cedar Park Police Department will instruct this 40 hour course which is designed to teach new negotiators the basics of hostage negotiations. Upon completion of this course the new negotiator will have a full understanding of all aspects of hostage negotiations and will be able to function in any role of a hostage negotiator team. This course meets standards set forth by TCOLE and by the State of Texas for wiretap warrants.

Class dates: June 24-28, 2019 8:00am-5:00pm

-History of Negotiations
-Characteristics of a Negotiable Incident and Stages of an Incident
-Active Listening and Communication Skills
-Handling Demands, Effects of Time

-The Effects of Stress, Stages of Stress and Stress in the Hostage Situation
-Team Structure
-Intelligence Coordination

Dr. Wayman Mullins will be presenting Advanced Communications for Negotiators. This 16 hour course will present communication techniques and strategies for communicators that build upon skills already learned and in the negotiator toolbox. Topics will include Influence and Compliance Techniques, Social Media and Internet Communications, Cognitive Interviewing and others. This course focuses on exercises, scenarios, and practicing the application of techniques.
